Busy Week Ahead: Shutdown Deadline and APEC Meeting

Key Takeaways
  • Another shutdown deadline arrives next week, with conservative House Republicans pushing for budget cuts in exchange for keeping the federal government running.
  • Members of Congress are personally motivated to avoid a shutdown so they can leave Washington, DC, to spend Thanksgiving with their families.
  • Presidents Biden and Xi have agreed to meet in San Francisco during the APEC summit, even as each leader faces challenges back home.

We have a busy week ahead. Congress faces a government shutdown deadline a week from today on November 17, and Presidents Biden and Xi are scheduled to meet next Wednesday.

The Congress faces another government shutdown deadline, with no game plan on how to keep the government open.  While the simplest course of action would be another Continuing Resolution (CR) to get legislators past the holidays, the Freedom Caucus Republicans in the House are pushing for budget cuts as part of any CR. Developing a strategy to achieve this is made more complicated by the Republicans being led in the House by a new Speaker who has not held a Leadership position prior to becoming Speaker.

The Speaker’s Office has announced that the Leadership plans to release the text of the House Republican proposal sometime tomorrow.  The Saturday release date is required to meet the House rule for a 72-hour notice before a vote.  Whatever the House passes needs to win approval from both the Democratic Senate and the White House. This should make it an interesting budget week, as the members of Congress will want to leave town to be home with their families for Thanksgiving.

In what could be an important meeting, the White House has announced that a Biden/Xi meeting has been set for next Wednesday as both leaders attend the APEC meeting in San Francisco. With the ongoing wars, US inflation, Chinese economic weakness, and tension between the two superpowers around the Pacific rim, it is a timely moment for the two leaders to meet.  The White House announcement about the meeting can be found here.
