SEC and Telegram Reach Final Settlement

The Securities and Exchange Commission has reached a proposed settlement with Telegram over its failed token offering under which the social messaging company will return $1.2 billion and pay a civil penalty of $18.5 million. Telegram CEO Pavel Durov posted on his Telegram channel that the proposed settlement reconfirms his commitment to repay the funds and acknowledged that already more than $1.2 billion has been paid back directly or in the form of loans to investors.
